Government Launches Public Consultation on Tax Incentives for Innovation Enterprise Financial Centers

The Hong Kong Inland Revenue Department (IRD) has opened a public consultation on proposed tax incentives for innovation‑driven enterprises that establish financial centres in Hong Kong. The consultation seeks input on eligibility criteria, qualifying activities, the scope and magnitude of the incentives, reporting requirements and the implementation timeline. It is aimed at enterprises, professional firms, academic institutions and the wider public. Responses will be analysed to shape the final design of the scheme, which is expected to apply from the 2025/26 assessment year onward. The IRD will hold a series of seminars and workshops to explain the proposals and will publish a detailed report summarising stakeholder feedback after the consultation period closes. The initiative forms part of the government’s broader effort to foster innovation and attract high‑value industries to Hong Kong, reinforcing the territory’s position as a regional hub for fintech and other knowledge‑based sectors.
